The Design Stage of the Cement NAMA in Vietnam has been completed

The key findings and recommendations were reviewed during the Nordic mission to Vietnam in October 2015.

The key findings and recommendations from the Design Stage of the Nordic Partnership Initiative Pilot Programme for Supporting Up-Scaled Climate Change Mitigation Action in Vietnam’s Cement Sector, also called the Cement NAMA (Nationally Appropriate Mitigation Action) project, were reviewed during the Nordic mission to Vietnam in October 2015.

On 14 October 2015, the Department of Science, Technology and Environment under the Ministry of Construction in Vietnam organised a workshop where the draft NAMA Readiness Plan for Vietnam’s Cement Sector was launched. Key stakeholders are invited to contribute to the draft during the following next six months, the Consultation Stage of the project.

The workshop was chaired by Mr. Do Duc Duy, Vice Minister in the Ministry of Construction. More than 80 participants from different Vietnamese line ministries, relevant associations and institutions, cement plants, energy efficiency service companies, international organisations and representatives of related projects participated in the event.

To date, the project has established a database for Vietnam’s cement sector and defined main components of the NAMA conceptual framework which includes baseline and mitigation options, Measurement, Reporting and Verification (MRV) set-up, legal and institutional framework and financing arrangements. As project implementer, the Minstry of Construction appreciates recommendations and proposals made in the draft Readiness Plan. The recommendations and proposals will be scrutinised and integrated into future policies. In addition, the Readiness Plan has received positive feedback from relevant stakeholders including Ministry of Planning and Investment, Ministry of Natural Resources and Environment, Ministry of Industry and Trade, Vietnam Cement Industry Cooperation, Vietnam National Cement Association of Vietnam.

More detailed consultation and capacity building activities to cement enterprises in Vietnam will be performed during the remaining 6 months of the project. The project also hopes to attract national and international financing for the implementation of the NAMA. Technical Assistance is currently being provided to the Ministry of Construction by a consortium of consultants led by NIRAS.

A Nordic delegation participated in the workshop and reviewed the outcomes of the project’s Design Stage. The delegation consisted of NDF and representatives of the project group of the Nordic working group for the global climate negotiations. The delegation and the project team visited Tam Diep Cement Plant to discuss challenges faced by the cement plant to invest in energy efficiency measures.
