OBJECTIVE
The general objective of the study is to develop policies and procedures to assess the economic and social consequences of climate change for poor rural communities in the region, and to develop economic and other measures to adapt to such change, as well as to promote low carbon development.
The proposed study will develop alternative scenarios of the impact of climate change on poor communities, estimate the economic costs involved, and identify economic and other instruments to facilitate adaptation as well as a reduction in carbon emissions.
The substance of the study essentially comprises five components, i.e. (i) analysis of the impact of climate change on social conditions and poverty, including human health and food security (ii) analysis of the impact of climate change in a country context, (iii) development of policy recommendations, (iv) outreach and dissemination, and (v) coordination and consultative mechanisms.
The study will be implemented by the Economic Commission for Latin America and Caribbean (CEPAL) in close collaboration with regional organisations and Governments of the individual countries forming the Central American Integration System (SICA) (Guatemala, El Salvador, Belize, Panama, Honduras, Nicaragua, Costa Rica plus the Dominican Republic) over a three year period. IDB will be NDF’s partner agency in the project and NDF’s proposed funding would be channeled through the IDB as joint co-financing. NDF will participate, as relevant, in the donor coordination activities together with IDB and Danida.
FINANCING
Total cost of the study will be EUR 712,857, of which NDF will provide EUR 500,000, IDB EUR 178,572, and CEPAL EUR 34,285.
