Objectives
The overall objective of the Strategic Program for Climate Resilience (SPCR) in Zambia is to mainstream climate change in the most economically important and vulnerable sectors of the economy. The objective of the NDF component is to increase the government capacity to plan for a climate change resilient road transport sector. There are three components in the SPCR program: 1) Participatory Adaptation, 2) Climate Resilient Infrastructure and 3) Strategic Programme Support. The NDF support forms part of the second SPCR programmatic component, which seeks to strengthen climate resilient infrastructure policies and pilot their effective implementation. The NDF component encompasses the following five major activity clusters:

Comprehensive vulnerability assessment of the Zambian transport sector to climate change and to natural disasters and development of adaptation options and tools;

Development and implementation of a training program for national stakeholders on adaptation to climate change in the transport sector;

Assistance to the Government in integrating climate change adaptation into the National Transport Policy, Master Plan and Investment Framework;

Integration of climate change adaptation into construction and maintenance guidelines and tools;

Development and implementation of tools and protocols for preventative measures during climatic hazard events.
The major outcomes of the NDF support will be that vulnerability and climate change knowledge is applied in the transport sector, and that key sector stakeholders have the necessary adaptive capacity to act on climate change and variability. Furthermore, adaptation to climate change will be integrated into key policy documents and design standards and technical guidelines revised and updated to include climate change aspects. The NDF funding will be provided as parallel co-financing to the World Bank and African Development Bank. Project implementation is the responsibility of the Ministry of Transport, Works, Supply and Communications. NDF and World Bank procurement rules will be followed in the procurement of consulting services.
Financing
Total cost of the component will be EUR 40.3 million with NDF contributing EUR 4.0 million. The WB will finance USD 36.0 million blended grant and credit. The government contribution is estimated to be USD 10.8 million. The total budget of the SPCR is USD 91.0 million.
