Objective
To support the cities of La Paz and El Alto in adaption and mitigation efforts related to climate change impacts through green planning and disaster risk reduction. The NDF support will finance preparatory studies to prepare a new major investment program: New Linear Park between La Paz and El Alto “Parque Lineal entre La Paz y El Alto - Thakhi Tantasiña”.
The following outcomes are expected
The main result of the Booster grant will be a full investment package for the project: New Linear Park between La Paz and El Alto (Thakhi Tantasiña) including the necessary technical studies and the design of a masterplan. Another main result will be that the proposed project will have full support from all key stakeholders and participation of all social groups regardless of gender, ethnicity and economic status. Through the planned larger Bank-financed Program, a 17-kilometer linear park will be built between the two cities, which will provide greater access to quality public spaces for recreation and social integration in a large natural corridor that will boost the active mobility of their habitants. Likewise, the habitat will be improved in the areas surrounding it, including the improvement and / or construction of eco-efficient social interest housing, together with a network of services and programs of public interest and incorporating adaptation and mitigation measures to climate change. With respect to this last issue, the proposed project will promote, as a measure for the improvement of the surrounding neighbourhoods, the construction of "green" homes in order to support families to obtain significant savings in energy and water.
Financing
The total project cost estimate is EUR 0.77 million. NDF is providing a EUR 0.5 Million grant while IDB provides additional USD 0.3 million through an ongoing, and closely linked, program to this new initiative. The IDB funding will finance additional technical studies that feed into the technical assistance and the results to be delivered through the NDF financing.
